The flag in Galveston appears to be the fault of the flag-maker and the ignorance of the flag-flyer.
That's what I was gonna say, Hondo! The flag flyer is in a lose-lose situation; his only option is to exchange the flag. I do think he chose the lesser of two evils (assuming he noticed at all...)
